pyrocufflink-dhcp: Add lease for serial0.p.b

*serial0.pyrocufflink.blue* has a manually-configured IP address now, to
ensure it always has an addresss, even if the DHCP server is
unavailable.  Recording it here to ensure the address does not
accidentally get reused.
